Larry Cannon ~ President
Term expires May 2030

Mr. Cannon is a United States Army Vietnam Era Veteran and local successful business owner with 40 years’ experience in construction and maintenance management. As a community activist, he has served on Kingslake Forest HOA Board of Directors for 14 years and MUD #148 Board of Directors for 38 years. He has worked on community development; growth; infrastructure improvement; eliminating wasteful spending by financial audits review, holding contractors/consultants financially accountable to help lower taxes and balance the budget. Mr. Cannon is trained and experienced in Public Water/Wastewater system management by Texas Commission on Environmental Quality (TCEQ), public fund investment management by North Texas University, Clean/Clear Water Act by the Environmental Protection Agency (EPA) and management in grant and low interest funding by Texas Water Development Board.

Carmen Atilee ~ Vice President
Term expires May 2028

As a director on the Board, I am an advocate for financial accountability, increased security, water and tax rate reductions that are beneficial to our homeowners.
Carmen Atilee is a committed neighbor and resident of Kings Lake Forest for over 30 years. She is a devoted Director on the KLF Homeowner’s Association
Board for over 10 years. A dedicated teacher in Sheldon ISD for over 15 years. My vote was essential to the following accomplishments that proved to be beneficial for all of HC MUD 148 neighborhoods. We Increased tax exemption rate from $20,000 to $30,000 for households 65 years and older or disabled. $10 reduction on the water and sewer rates. Recouped over $1.2 million on water projects. Increased security by hiring SEAL Security to patrol all the neighborhoods in conjunction to the Harris County Sheriff’s officers. Collaborating with Harris County Engineers on the construction of a detention pond in Kings Lake Forest to relieve flooding within the District.

Betty Roberson ~ Secretary
Term expires May 2030

Betty Roberson has lived in MUD 148 since 1979. A dedicated community advocate, she led food distributions, school and holiday programs, senior activities, and served neighbors during COVID-19. After 13 years on her HOA board, she was appointed to the MUD 148 Board to complete President Bobby Roberson’s term, emphasizing accountability and transparency. She holds a bachelor’s in social science, is a life member of Alpha Kappa Alpha, active at Willing Workers Baptist Church, and raised four Sheldon ISD graduates.

Rhochelle Haynes ~ Assistant Secretary
Term expires May 2030

Rochelle Haynes was recently sworn in as the Assistant Secretary and Director for Harris County Municipal Utility District No. 148. She brings a diverse background in public service, having previously worked with the Houston Police Department, Harris County Sheriff’s Office, the Texas Department of Criminal Justice, and Aldine Independent School District. Currently, Rochelle works with special needs students and serves as a bus driver. She has been a resident of Harris County MUD 148 for more than 20 years and is deeply committed to serving her community. Throughout her career, Rochelle has demonstrated strong leadership and advocacy skills. She is dedicated to fiscal responsibility, improving district infrastructure and services, prioritizing public safety, maintaining 24-hour patrol services, and supporting programs that empower both youth and senior citizens. She is also passionate about providing computer training opportunities and connecting seniors with valuable community resources. As a board member, Rochelle’s goal is to work directly with residents, listen to community concerns, and help address issues that affect the district. She values transparency, collaboration, and continuous learning, and is committed to serving the community while helping ensure a safe and welcoming environment for all residents. Rochelle is an active member of St. Luke Missionary Baptist Church, where she serves in the choir and on the Nurses Aid Committee. One of her most significant professional accomplishments was earning a Master of Executive Administration of Justice degree from Texas Southern University in 2023, graduating with a 3.95 GPA. Her professional and civic affiliations include membership in the Progressive Grand Chapter of the Order of the Eastern Star and service on the Aldine Union Representative Committee. In her free time, Rochelle enjoys quiet time, shopping, expressing her creativity, and playing cards.

Charles Randle ~ Director
Term expires May 2028

Charles Randle is the current Secretary of Harris County M.U.D 148 Board of Directors. He is a 45-year resident of the District and has served on the Board for over 16 years. Some of his contributions includes Harris County Sheriff Department and Seal Security Company to patrol the District. Bridge build between the two Greensbrook subdivision allowing District children to reach school walking and attracting commercial development to help lower the tax burden to residence. Charles has also worked to complete the park and recreation area as well as the basketball pavilion in Greensbrook section 1 and also helped with the new wastewater treatment plant and administration building for rental purposes. In addition to holding both a B.S Degree in Public Affairs/ Administration of Justice from TSU, Charles is also a Vietnam vet, retired Master Sergeant in the U.S. Army, and a member of the U. S. Coast Guard Auxiliary. Charles holds a master’s Certificate in Law Enforcement and is a retired Sergeant from Harris County Constable’s Office Pct.7
