Larry Cannon ~ President
Term expires May 2030
management. As a community activist, he has served on Kingslake Forest HOA
Board of Directors for 14 years and MUD #148 Board of Directors for 38 years.
He has worked on community development; growth; infrastructure
improvement; eliminating wasteful spending by financial audits review, holding
contractors/consultants financially accountable to help lower taxes and balance
the budget.

fund investment management by North Texas University, Clean/Clear Water Act
by the Environmental Protection Agency (EPA) and management in grant and
low interest funding by Texas Water Development Board.

Carmen Atilee ~ Vice President
Term expires May 2028
As a director on the Board, I am an advocate for financial accountability, increased
security, water and tax rate reductions that are beneficial to our homeowners.
Carmen Atilee is a committed neighbor and resident of Kings Lake Forest for
over 30 years. She is a devoted Director on the KLF Homeowner’s Association
Board for over 10 years. A dedicated teacher in Sheldon ISD for over 15 years.
My vote was essential to the following accomplishments that proved to be
beneficial for all of HC MUD 148 neighborhoods.
We Increased tax exemption rate from $20,000 to $30,000
for households 65 years and older or disabled.
$10 reduction on the water and sewer rates.
Recouped over $1.2 million on water projects.
Increased security by hiring SEAL Security to patrol all
the neighborhoods in conjunction to the Harris County Sheriff’s officers.
Collaborating with Harris County Engineers on the construction of a detention
pond in Kings Lake Forest to relieve flooding within the District.

Charles Randle ~ Director
Term expires May 2028
Charles Randle is the current Secretary of Harris County M.U.D 148 Board of Directors. He is a 45-year resident of the District and has served on the Board for over 16 years. Some of his contributions includes Harris County Sheriff Department and Seal Security Company to patrol the District. Bridge build between the two Greensbrook subdivision allowing District children to reach school walking and attracting commercial development to help lower the tax burden to residence. Charles has also worked to complete the park and recreation area as well as the basketball pavilion in Greensbrook section 1 and also helped with the new wastewater treatment plant and administration building for rental purposes. In addition to holding both a B.S Degree in Public Affairs/ Administration of Justice from TSU, Charles is also a Vietnam vet, retired Master Sergeant in the U.S. Army, and a member of the U. S. Coast Guard Auxiliary. Charles holds a master’s Certificate in Law Enforcement and is a retired Sergeant from Harris County Constable’s Office Pct.7
